Terms of Use

These conditions govern use of Cortland County Criminal History. They describe the site's private status, permitted conduct, limits on the material, third-party services, intellectual property, and the restrictions that apply to criminal-record and registry information. They also make clear that the site is not a government office, law firm, private investigator, or consumer reporting agency. Accessing a page, reading its material, or submitting a search means that you agree to these conditions. If you do not agree, discontinue use of the website.

NO FCRA USE. Cortland County Criminal History is privately operated and has no connection to a local, New York, or federal government body. Neither the website nor its advertising partners provide a service for credit, employment, insurance, tenant-screening, or other decisions regulated by the Fair Credit Reporting Act (FCRA). The resource identifies criminal-record channels in Cortland County and New York. It is neither a private-investigation firm nor a consumer reporting agency.

1. What This Website Is

This is a private reference site with no government affiliation. It does not store official criminal records, obtain records for users, conduct official background checks, or submit filings on anyone's behalf.

Its role is to identify record custodians and research routes. Those include the Cortland County Sheriff's Records Division, New York courts, the New York State Division of Criminal Justice Services, and the New York State Sex Offender Registry, along with outside tools that may assist a user's research.

2. Rules for Using This Site

As a condition of access, you must not:

  • Use bots, scraping software, or other automated access tools
  • Stalk, threaten, or harass anyone with information found here
  • Attempt to enter restricted systems or bypass access controls
  • Interfere with site performance or another visitor's access
  • Use the material for hiring, housing, credit, or insurance decisions
  • Violate any applicable federal, New York, or local law

3. No Harassment, Stalking, or Discrimination

Information from the site or a linked service may not be used to stalk, harass, intimidate, threaten, or unlawfully discriminate against anyone. New York Correction Law Article 6-C governs disclosure from the New York State Sex Offender Registry. Section 168-q imposes added fines for unlawful use and permits injunctive relief. Registry information is provided for public-safety awareness, not vigilantism or unlawful adverse treatment.

4. We Are Not a Consumer Reporting Agency

Cortland County Criminal History is not a consumer reporting agency under the FCRA. It does not create credit reports, background checks, or consumer reports. Its advertising partners are not presented as services for applicant screening, rental decisions, insurance pricing, or credit decisions. You may not use information from the site or a linked tool to:

  • Evaluate creditworthiness or insurance eligibility
  • Make an employment decision
  • Determine access to a government program, permit, or license
  • Screen a tenant or housing applicant
  • Carry out any other FCRA-regulated decision

A lawful regulated-purpose check must come from an authorized official process or a screening provider that complies with the FCRA. DCJS Personal Record Review is subject-only and is not a public screening service.

5. No Legal Advice

Nothing published here is legal advice. General explanations of Cortland County records cannot determine how a charge, conviction, warrant, or New York record-sealing rule applies to a specific person. Consult an attorney licensed in New York for individual advice.

6. No Warranties

All content is provided "as is." No warranty is made that:

  • Outside search results will be complete or correctly matched
  • The pages contain no error, bug, or security weakness
  • The information is complete, accurate, or current
  • Access will remain uninterrupted

Criminal-record status can change when a charge is filed or dismissed, a disposition is reported, or a record is sealed under CPL 160.50, 160.57, or 160.59. Delays and gaps can occur. 8. Intellectual Property

Text, graphics, logos, and code belong to Cortland County Criminal History or its content partners. They may not be copied, changed, distributed, or used to create derivative work without prior written permission.

9. Limits on Our Liability

To the fullest extent permitted by law, the site is not liable for damages arising from its use, including reliance on information found here or through an external service.

10. Indemnification

You agree to defend and hold the site harmless from claims, actions, or demands arising from your use or violation of these terms, including related costs and reasonable legal fees.

11. Governing Law

New York law governs these terms. Any dispute related to use of the site must be brought in a court located in New York. New York Freedom of Information Law, Public Officers Law Article 6, applies to qualifying government records and does not convert this private website into a public agency.

12. Changes to These Terms

These terms may be revised at any time. A revised version takes effect when it is posted on this page.

13. Cutting Off Access

Access may be restricted or ended at any time, for any reason, without advance notice.

14. Severability

If a court finds one provision invalid or unenforceable, the remaining provisions continue in force. The affected term will be adjusted only to the extent needed to make it enforceable.
